Tyumen, September 11, 2014. — Alexey Kozyrev, Deputy Minister of Telecom and Mass Communications took part in the VII National Forum “E-government — a Modern Mechanism of Regional Governance”, and visited exhibition “INFOTEX-2014”. He told about the activities of the Ministry on development of e-government and discussed with the participants of the discussion transferring of priority public services to electronic form. Deputy Minister also got acquainted with the work of Tyumen information systems in health care services, transport flow regulation, and with the work of the program “Safe city”.
Opening the meeting, Alexey Kozyrev mentioned a significant number of the participants of the Forum and successful work of the region in sphere of e-government. “Local IT-companies, as well as large federal system integrators are located in the region. Tyumen Oblast pays special attention to development of e-government. Some successful projects could be also introduced in other regions,” said Deputy Minister.
He told that e-government in Russia develops dynamically — the number of users of the United Public Services Portal increased, along with the number of services, provided in electronic form. Executive authorities mainly use the System of Intergovernmental Electronic Cooperation while providing services, reliability of the system also grows.
At the same time there are some problems that must be solved immediately. The quality of some electronic services is low now — sometimes users don’t have an opportunity to get relevant information on the order of providing services, hand in an electronic application, monitor it and get the result of the service.
“All mistakes must be corrected to improve the quality of federal and regional electronic services, bring them in accordance with the legislation. Services that now are provided only in traditional form should be also transferred to electronic form. Citizens should have an opportunity to get access to e-government services only with main login and password for their personal account in Public Services Portal,” said Deputy Minister.
Moreover, Alexey Kozyrev also introduced the plans of the Ministry on promotion of electronic services on federal, regional and local levels.
