Chelyabinsk, October 10, 2014. — The meeting of the working group of Council on Regional Informatization was carried out as a part of the Forum “Information Society-2014: Achievements and Perspectives”, organized by the Government and Ministry of Information Technologies and Communications of Chelyabinsk Oblast. During the meeting of Ministry of Telecom and Mass Communications and Provisional Commission of the State Council the parties discussed the concept of regional informatization and approaches to forming a rating, prepared by Ministry of Telecom and Mass Communications. The rating is based on 20 priority projects.
Some other public officials took part in the meeting. Particularly, Oleg Pak, State Secretary and Deputy Minister of Telecom and Mass Communications, Lyudmila Bokova, Chairman of Commission of the State Council on Development of Information Society, Roman Urnyshev, Deputy Director of Department on Coordination of Informatization of the Ministry, heads and public officials of regional authorities, responsible for development of IT and communications.
Ministry of Telecom and Mass Communications has developed a project of concept on regional informatization, defining key objectives and directions of the use of ICT in Russian regions till 2018. The concept defines twelve spheres of activities, where informatization will significantly improve the quality of life of citizens. Particularly, health care services, education, social security, employment, life safety, constructing, road facilities, agriculture, culture, housing and public utilities and energetics. Implementation of the concept will help to minimize digital inequality in regions and increase involvement of information technologies in living environment.
According to data of Ministry of Telecom and Mass Communications, federal executive authorities are currently developing more than two thousand projects on informatization.
“Talking about projects on informatization, we should take into consideration their effect for citizens and specialists, working in this branch. Such projects should increase effectiveness of government system and public authorities. Each project should be evaluated according to these criteria,” noted Oleg Pak.
On the meeting of working group the Ministry presented its suggestions on defining priority projects on regional informatization on the meeting of the working group. “Creation of rating for IT projects in sphere of informatization will help the leaders of our country, regions and ministries evaluate estimate each stage of the project,” empathized Roman Urnyshev.
The regions were suggested to consider a model of estimating projects on regional informatization and introduce their suggestions regarding this issue.
Council on Regional Informatization was created in 2013 for coordination of activities in this branch and methodical assistance to public authorities. The Council is a working body of the Government Commission on the Use of Information Technologies for Improving Quality of Life and Business Environment.
