Moscow, January 12, 2015. — Ministry of Telecom and Mass Communications reports that text of the order on approval of concept on regional informatization was published on official website of the Government of the Russian Federation. The document was signed by Dmitry Medvedev.
The concept on regional informatization defines key targets and activities on the use of ICT in regional public authorities till 2018 and establishes organizational model of managing these activities.
The concept is aimed at improving quality of life of citizens and equalizing the level of information society development throughout Russia. Key principles of ICT development on 14 directions of various social-economic spheres are defined in the concept. They include such spheres, as education, transport, health care, telecom and public security.
There was no legal act, regulating process of regional informatization from 2010 to 2014. The previous concept, approved by the order of the Government №1024-р on July 17, 2006 was active till 2010.
The concept will also help to increase productivity of budget sector of economy. It is expected that it will increase efficiency of government regulation of national economy. Informatization will lead to greater controllability and manageability of public and local authorities. It will also allow concentrating on priority activities under the conditions of budget restrictions.
