Moscow, March 20, 2015. — Mikhail Evraev, Deputy Minister of Telecom and Mass Communications, took part in conference “ICT in public sector”. He told about signing of agreements on GIS HPU pilot projects and Independent registrar system, aimed at eliminating electronic fraud. Independent registrar operates on electronic auctions on state orders since November, 2014.
Deputy Minister noted that in 2014 amount of electronic auctions on allocation of state orders in pursuance of the Federal law №44 on April 5, 2013 “On contract system of purchasing goods and services for government and local needs” and the Federal law №223 on July 18, 2011 “On purchases of goods and services by certain categories of enterprises” exceeded 17 trillion rubles, more than 400 large auctions of which exceeded one billion rubles.
Mikhail Evraev noted the necessity to transfer all hammer auctions into electronic from. The legislation obliges to publish data on torgi.gov.ru only in 60% of hammer auctions. In the majority of cases municipalities establish form of such auctions on their own. “Introduction of unified procedure will improve competitive environment, increase contribution of budget resources and will help to create unified system for verification of auctions on assignment of assets and property rights of the government,” noted Deputy Minister.
Mikhail Evraev also told about creation of the state electronic postal system (SEPS), which will become the key new law of the Federal law “On postal communications”. It is planned to launch system on January 1, 2016. “It’s necessary to connect SEPS to Independent registrar, which will record shipping and delivery of electronic registered letters. Delivery of letters in electronic form will not only simplify, cheapen and fasten work of post, but will also provide protection of auction participants’ rights and better quality of postal communications,” noted he.
Talking about Unified Information System on Housing and Public Utilities (GIS HPU), developed by Minsvyaz and Ministry of Constructing, Mikhail Evraev noted that starting from May 1, 2015 registries of licenses of management companies and disqualified individuals will be published on GIS HPU website. “We actively work on creation and development of GIS HPU, more than 20 regions of Russia have already signed agreements on introduction of pilot projects,” said he.
