Beijing, March 27, 2015. — Delegation of Ministry of Telecom and Mass Communications of the Russian Federation headed by Nikolay Nikiforov, carried out a number of working visits during its official visit to the People’s Republic of China. Russian delegation met with Tsai Fuchang, Head of Chief Government Administration of China on Press, Publishing Houses, Broadcasting and Cinematograph and Miao Wei, Minister of Industry and Informatization. Delegation of Minsvyaz also visited office of Yonyou — leading Chinese software developer for enterprises. Chinese party supported the idea to carry out annual meetings of ICT Ministers within BRICS and suggested to invite leading IT companies to take part in these meetings. It was decided to discuss this question on summit of BRICS leaders that will take place from 9th to 10th July, 2015 in Ufa. Starting from April 1, 2015 Russia will assume position of Chairman of BRICS Business Council.
On the meeting with Tsai Fuchang, the parties discussed collaboration between countries in sphere of mass media development. Tsai Fuchang positively evaluated perspectives of the meeting of BRICS branch Ministers.
This topic was also discussed on the meeting with Miao Wei, Minister of Industry and Informatization. He supported the idea about annual meetings of ICT Ministers within BRICS. The parties also considered possibility to invite representatives of Russian and Chinese IT companies to take part in these meetings. Particularly, Chinese part suggested its companies Alibaba, Baidu, Huawei, Lenovo, Xiaomi. Russian party suggested its leading Internet companies and software developers, particularly, 1C, AiTi, Reksoft, Kaspersky laboratory, Lanit, Yandex, ABBYY, Acronis, Ecwid and Mail.ru.
Miao Wei told that Russia and China are interested in demonopolisation of software market. Nikolay Nikiforov noted that interests and goals of both countries in this sphere are the same. Miao Wei agreed that this work requires support of Governments of Russia and China and of BRICS-countries in perspective. Russian party suggested establishing government grants for salaries of engineers, developing software solutions on condition that leading branch IT companies will create unified collaborative system of critical software development and will draw out unified technical policy on its creation. The parties also agreed to continue reducing prices in international roaming for Russian and Chinese telecom operators.
Ministers agreed to elaborate topic of mutual use of orbital satellite position in order to increase share of Russian and Chinese telecom operators on global market.
Nikolay Nikiforov invited his colleagues to take part in Saint-Petersburg Economic Forum that will take place from 18th to 20th June, 2015 in saint-Petersburg.
Finalizing its visit, Russian delegation visited office of Yonyou — leading Chinese software developer for enterprises.
