Kuala Lumpur, March 31, 2015. — Rashid Ismailov, Deputy Minister of Telecom and Mass Communications, carried out working visit to Kuala Lumpur and took part in the 10th APEC Telecommunications and Information Ministerial Meeting. Deputy Minister empathized importance of ICT for successful development of APEC economies and encouraged countries to refrain from using the Internet for politically motivated purposes.
Rashid Ismailov said that Russia fully shares ideas and principles of the World Summit on Information Society (WSIS), especially concerning the use of ICT for the purpose of promotion of universal access, which is critically important for eliminating digital divide between developed and developing countries. “We propose all economies to refrain from any attempts to use ICT and in particular the Internet for politically motivated purposes and make all possible efforts to uphold all the Internet users’ rights,” said Rashid Ismailov.
He also noted leading role of ICT in development of APEC economies and discussed strengthening of safety and trust while using information technologies. Development of ICT contributes to economic growth and provides full and equal access to information for all citizens. These tasks are revealed in APEC goals and imply providing of broadband access to the Internet, ensuring safety of data exchange, contributing to economic integration between APEC regions and investing in development of human capital.
Rashid Ismailov noted that these purposes are fully revealed in the state program of Russia “Information society” (2011-2020). Minsvyaz contributes to development of ICT in five key directions: telecommunications, postal services, mass media, IT and providing public services in electronic form. Deputy Minister told about a large-scale project, implemented by the Ministry now — providing with a high-speed Internet access all inhabited localities with population from 250 to 500 people. It is one of the largest global constructing projects, implying constructing of 200 thousand kilometers of fiber-optic communication bands to remote regions of Russia.
Rashid Ismailov also said that all countries should contribute to ensuring safety in the Internet environment. In its turn, Russia will support APEC initiatives, regarding development of cross-border space of trust in the Internet between APEC countries, eliminating digital inequality and contributing to social-economic development of APEC countries.
Concluding the meeting, Rashid Ismailov wished future success to his colleagues and invited them to take part in saint-Petersburg International Economic Forum, which is scheduled for June 18-20, 2015.
