Moscow, April 7, 2015. — Rashid Ismailov, Deputy Minister of Telecom and Mass Communications, took part in the VI Russian Internet Governance Forum. Deputy Minister reminded that key goal of the Ministry in IT sphere implies providing citizens with equal access to modern telecom services and possibility to receive public services in electronic form independently from place of residence. Rashid Ismailov encouraged Internet industry and the Government to collaborate in order to strengthen competitive ability of Russia in modern information society.
Rashid Ismailov reminded that according to the goals of Minsvyaz till 2018, the Government continues development of broadband Internet access infrastructure in small and remote inhabited localities. It is planned to raise level of the Internet penetration up to 97% within few years.
The Ministry also continues transferring of public authorities to electronic document flow, increasing amount of open data and improving transparency of public authorities.
“Internet is environment for development of relations between citizens and the Government. We want to make this environment safe, stable and predictable,” said Rashid Ismailov.
He also noted that nearly 60% of Russian citizens already use the Internet. More than one million people are employed in Internet economy and nearly seven million people work in Internet-dependent industries. “Professional occupations, connected with the Internet, are encompassing more and more different sectors of economy. That’s why Minsvyaz improves educational programs and standards for IT professionals,” noted Deputy Minister.
Discussing World Summit on the Information Society (WSIS) that will take place at the end of 2015, Rashid Ismailov noted that the Russian Federation stands for continuing of WSIS process and adoption of corresponding decision by the UN General Assembly. This decision will be the basis for development of unified direction for development of information society in the next decade, including the Internet management.
“Every Government in the world pays special attention to development of the Internet, because its failure can cause economic and social collapse,” said Rashid Ismailov, “Internet must resist external interference. It’s quite obvious that today all countries should pay special attention to Internet management and management of national network segment.”
