Nizhny Novgorod, April 17, 2015. — Oleg Pak, State Secretary and Deputy Minister of Telecom and Mass Communications, carried out meeting of working group of Council on Regional Informatization within VIII International Forum ITForum 2020. Members of the meeting discussed draft plan of activities on implementation of Concept on Regional Informatization, Concept on Development of Telecom and IT in preparation to FIFA 2018.
Representatives of regions of Russia took part in the meeting. Particularly, Deputy Governors, responsible for regional informatization, Ministers of telecom and informatization and Directors of branch departments.
Draft plan of activities on implementation of Concept on Regional Informatization was presented to members of the meeting. The plan defines a list of activities, required for implementation of the concept, public authorities, responsible for its implementation and control period.
The document implies creation of regional informatization management system, introduction of interlevel electronic document flow, use of ICT for social and economic development of Russian regions in spheres of education, health care services, culture, transport, road facilities, housing and public utilities, social security services, labor and employment, agriculture, energetics, life safety, constructing, public and municipal finances. Implementation of this plan will help to improve efficiency of ICT management, optimize expenses and increase citizens’ satisfaction with quality of services.
“Creation of standard program on development of ICT in regions is also planned for 2015. It will fix provisions of Concept on Regional Informatization. We also plan to develop a methodology, defining calculation of rating of regions based on level of information development. This rating should act as an incentive for regions of Russia. We want to involve regions in development of all IT projects,” said Oleg Pak.
Implementation of Concept on Development of Telecommunications and IT Means in preparation to FIFA World Cup 2018 and FIFA Confederations Cup 2017, established by the Governmental decree №609-p from April 9, 2015 was also discussed on the meeting.
The document defines technological services, parties, responsible for their delivery and key client groups.
According to this concept Minsvyaz is responsible for providing key groups of participants of FIFA World Cup 2018 and FIFA Confederations Cup 2017, members of participating teams, official delegations and television broadcasters with fixed data transmission channels, videoconferencing, fixed and mobile telephony, professional radio communications, satellite communications and cable television. Regions of Russia are responsible for temporary and permanent telecom infrastructure of stadiums.
Members of working group also discussed project of methodological recommendations for the use of free software by the Federal Executive authorities, created by Minsvyaz. This document sets criteria, defining state information systems, creation of which requires free software. The document establishes four criteria for selection of free software: sequence of program choice, costs, conditions of use and requirements to performers. Regions got recommendations to rely on these criteria, while choosing software and deliver their suggestions to project of Methodological recommendations to Minsvyaz till April 30, 2015.
