Nizhny Novgorod, April 17, 2015. — Members of working group of Council on Regional Informatization headed by representatives of Minsvyaz discussed creation of information system on management of land urban passenger transport. Meeting took place within VIII International Forum ITForum 2020 in Nizhny Novgorod. Representatives of Ministry of Transport and regions of Russia, responsible for imformatization and transport sphere, took part in the meeting.
Urban and suburban passenger transport carries 45 billion people annually, this makes 90% of all passenger traffic in Russia. Creation of information system on management of urban passenger transport is caused by insufficient informing of citizens about existing passenger routes, weak services control and high level of road accidents.
Information system will provide citizens with data on hourly public transport flow and changes in it. It is planned to create transport control centers, introduce automated systems of traffic management and public transport management with the use of information and navigation systems and form up-to-date cartographic data on condition of roads and regional transport infrastructure.
Implementation of this system is aimed at increasing availability and safety of transport services, informing citizens about transport routes and increasing control over spending of budget resources.
It is planned to create centralized three-level system, operating at municipal and regional levels. The system will coordinate work of transport operators, form hourly traffic flow and inform citizens about work of public transport. The system will also start to operate on the Federal level by 2016.
In March, 2015 16 regions of Russia from 30 regions got subsidies on implementation of these measures.
“Fundamental difference of this system from similar ones is that previous systems were focused only on monitoring, they didn’t manage quality of public transport flow,” said Roman Urnyshev, Deputy Director of Department on Coordination of Informatization.
