Brasilia, April 18, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, carried out working meeting with Ricardo Berzoini, Minister of Telecommunications of Brazil. Meeting took place within official visit of delegation of Minsvyaz to Brazil. Parties discussed collaboration in spheres of software development and distribution prior to BRICS summit in Ufa planned for 9-10 July and meeting of branch Ministers in BRICS format. Ricardo Berzoini supported inclusion of ICT and mass media topics to agenda of summit and organization of separate meeting of BRICS Ministers of Telecommunications. He also expressed interest in mutual development of critical software.
Parties discussed bilateral collaboration in mass media sphere and preparation of draft agreement on mass media between BRICS-countries.
Members of the meeting discussed internalization of Internet management, collaboration in e-government sphere, improvement of radio frequency spectrum management, decrease of prices in roaming, collaboration of countries in spheres of mobile and satellite communications. Parties also agreed to discuss mutual use of satellite orbital positions aimed at increasing share of Russian and Brazilian satellite communications operators on global market.
Ministers of Russia and Brazil discussed key meetings at highest level planned for 2015. Particularly, BRICS summit in Ufa planned for 9-10 July and meeting of heads of media regulators and Telecom Ministers of BRICS-countries under the authority of Minsvyaz. Ricardo Berzoini supported idea to include topic of collaboration in ICT and mass media spheres between BRICS-countries in agenda of summer summit. He also said that Brazil is interested in participation in meeting of branch Ministers within BRICS. Nikolay Nikiforov told that during official visits to India and China, Ministers of these countries also expressed interest in participation in this meeting.
Nikolay Nikiforov mention high level of dependence of BRICS-countries on software produced by few companies and suggested uniting efforts for mutual development of software for BRICS markets.
Nikolay Nikiforov invited Brazilian colleagues to take part in Saint-Petersburg Economic Forum that will take place in Saint Petersburg from 18 to 20 June, 2015.
Delegation of Minsvyaz also visited offices of largest Brazilian state IT company Federal Data Processing Service (Serpro) and Dataprev — state-owned developer of information systems. Ministry of Social Security, Federal Agency on taxes and Charges, Ministry of Labor and Employment, Ministry of Planning, Budget and Management, Ministry of Social Development and Fight against Hunger and National Social Security Institute purchase software, produced by Dataprev.
