Chelyabinsk, May 22, 2015. — Oleg Pak, State Secretary and Deputy Minister of Telecom and Mass Communications, carried out meeting of working group of Council on Regional Informatization of the Government Commission on the Use of Information Technologies for Improving Quality of Life and Business Environment. The meeting took place within the Forum “Information society-2015: challenges and goals”. The meeting was devoted to the “Concept of transferring state information resources to the system of data-processing centers”. Members of the meeting also discussed unified system for management of automobile and public electric vehicles, creation of unified Federal interdepartmental system for considering of students contingent and covering of all inhabited localities with population from 250 to 10 thousand citizens with modern telecom services.
Representatives of regions of Russia — Deputy Governors, responsible for informatization, regional Ministers of Informatization and Telecom and Directors of corresponding departments took part in the meeting.
Members of the meeting discussed “Concept of transferring state information resources to the system of data-processing centers”. It’s necessary to ensure centralization of data-processing centers structure and increase share of cloud technologies in information and communication activities of public authorities for effective informatization of public authorities and simultaneous optimization of budget expenditures at all levels.
Data-processing center should be managed by just one operator in order to centralize infrastructure of information systems of public authorities. The system should include Federal and regional data-processing centers connected by reserved main channels of high capacity into one cluster.
“Introduction of data-processing center will improve informatization of public administration, efficiency of pubic authorities, information security, safety of IT infrastructure and expenditures on information and communication services in conditions of their optimization,” said Yakov Tebenkov, Deputy Director of Department for Government Policy in Sphere of Informatization of Public Authorities.
Development of unified system for management of automobile and public electric vehicles, regularly conveying passengers and luggage was also discussed on the meeting. This information system will provide citizens with schedule of public transport, changes in it and tariffs.
“The system is aimed at increasing availability of transport services and safety of passenger traffic, informing of citizens about existing routes and strengthening of control over budget spending,” said Roman Urnyshev, Deputy Director of Department on Coordination of Informatization.
Members of the meeting also discussed improvement of legislative framework in regions and municipalities. This measure is aimed at development of the system and ensuring its operating in regions of Russia and municipalities.
Alexander Ponkin, Director of Department on Infrastructural Projects, told about increasing availability of modern telecom services in rural settlements and small inhabited localities of Russia with population from 250 to 10 thousand citizens.
“Low level of broadband Internet access penetration in rural settlements limits opportunities of citizens for job search, education, establishment of social contacts, participation in cultural life of the country and has a negative impact on economic development, efficiency of public administration and development of rural settlements,” said Alexander Ponkin, “Minsvyaz implements program on elimination of digital inequality, aimed at reducing level of digital divide in small inhabited localities with population over 250 people.”
215 kilometers of fiber-optic communication bands will be laid throughout Russia by 2018. Fiber-optic communication bands will cover 13.8 thousand small inhabited localities with nearly 5 million citizens. In just a few years 97% of Russian population will be provided with a high-speed and available Internet access.
Members of the meeting discussed plan of activities on implementation of “Concept on creation of unified Federal interdepartmental system for considering contingent of students on principal and additional educational programs.” Creation of the system will help to solve the problem of unbalanced loading of educational establishments, absence of data on actual and planned number of students and will help to plan education of children in Russia.
Concept of the system and rad map on its implementation were developed in 2014. “The system is being designed now. Beta testing and placing into commissioning are planned for 2016,” said Adrey Chernenko, Director of Department for Projects on Informatization.
