Moscow, June 19, 2015. — Alexey Kozyrev, Deputy Minister of Telecom and Mass Communications, carried out a meeting of Subcommittee for the Use of Information Technologies for Delivery of Public Services of the Government Commission for the Use of Information Technologies for Improving Quality of Life and Business Environment. Members of Subcommittee discussed key performance indicators of e-government infrastructure, development of electronic cooperation between public authorities with the use of the System of Interdepartmental Electronic Cooperation (SIEC).
The parties discussed implementation of electronic cooperation between Bureau of Credit Records, the Federal Bailiff Service and Bank of Russia with the use of SIEC. According to the Federal law “On credit records” №218 on December 30, 2014 the Federal Bailiff Services has a right to direct data on citizens’ debts for utility services, telecom services, alimony and data on their payment to Bureau of Credit Records.
In case of long-term interaction, sources of credit records forming should deliver data to Bureau of Credit Records in electronic form. The Federal Bailiff Service also has a right to request credit records from Bureau of Credit Records. It was decided o connect Bureau of Credit Records to SIEC. Members of the meeting also approved list of data that will be delivered via SIEC. The Federal Bailiff Service presented this list.
Simplified access to databases of the Federal Bailiff Services will help to connect various bureaus of credit records to SIEC. Electronic cooperation will help Russia to assume better position in international rating on environmental comfort for business.
Minsvyaz presented report on key performance indicators of e-government infrastructure. 15.9 million users were registered on the Unified Public Services Portal as of beginning of June, 2015. There are 6.7 thousand points for registration in the Unified System of Identification and Authentication (ESIA). 1.3 million Federal and 194 thousand regional and local services were provided via the UPSP in May, 2015. Federal executive authorities made 47 million enquires of Federal data and 9.7 million enquires of regional data. Availability of e-government services reached 95%.
Members of the meeting discussed connection of the Federal executive authorities, state non-budgetary funds, multifunctional centers and Analytical System for Monitoring of Public Services Quality to SIEC. Amendments aimed at optimization of operating of Analytical System for Monitoring of Public Services Quality and list of additional services, requiring evaluation were introduced according to the Governmental order in May, 2015.
Monitoring of public services’ quality is relying on citizens’ surveys via SMS, terminals in multifunctional centers, phone surveys, the UPSP, website “Vash Control” and widgets of this website on websites of public authorities and multifunctional centers.
Russian State Register, Ministry of Internal Affairs, the Federal Migration Service and the Federal Tax Service are already connected to SIEC. Share of positive estimations counts from 88% to 98.2% as of June 1, 2015 or from 4.5 to 4.9 grades using a five-grade scale. Technical works on test connection of information systems of the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being, the Federal Agency for State Property Management, Social Insurance Fund were finalized. Pension Fund and the Federal Bailiff Service are being connected now. Multifunctional Centers are being connected to Analytical System for Monitoring of Public Services Quality.
Members of the meeting also discussed improvement of electronic cooperation of the Federal Veterinary Phytosanitary Monitoring Service (Rosselkhoznadzor) and the Federal Customs Service (Rostransnadzor) with the Federal Customs Service. This cooperation is being carried out within plan of activities on improvement of customs administration and approved “Rules on implementation of the state veterinary supervision in points of passage across the state border of the Russian Federation.” From June 1 to December 31, 2014 Rosselkhoznadzor received 11.2 thousand requests via SIEC from the Federal Customs Service for veterinary control at border crossing points and made 8.1 thousand replies. New order of interdepartmental electronic cooperation between public authorities and new operating cards of interdepartmental cooperation were approved for mistakes correction.
The Subcommittee approved amendments to rules and procedures of work in SIEC on the basis of methodological recommendations version 2.X under order of public services delivery and performance of functions in electronic form, rules on development of data types for members of SIEC interaction on the basis of methodological recommendations version 3.X.
