Khanty-Mansiysk, July 7, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, took part in the VII International IT Forum with participation of BRICS-countries and SCO. The Forum was organized prior to BRICS summit, which will take place from 8 to 9 July in Ufa. In his opening speech Nikolay Nikiforov empathized importance of international cooperation for demonpolisation of IT market. Full text of his speech is presented below.
“This year our colleagues from BRICS and SCO are taking part in the Forum. Russia is proud to be presiding country in these intergovernmental unions.
Role of BRICS and SCO in international collaboration in IT sphere is especially high. It’s obvious that role of information and communication technologies is growing every day.
Number of Internet users in almost all BRICS countries exceeds half of population of each of these countries. Russia is carrying out one of the largest global constructing of fiber-optic communications bands in small inhabited localities. Our goal is to provide 97% of population with high-speed Internet access within three-five years.
It’s obvious that penetration of infocommunication technologies in different spheres of our life create new possibilities as well as new threats. I think that BRICS and SCO should discuss demonpolisation of global software market. Today the majority of countries are using software, produced by one country and few companies. Such monopoly generates new threats and problems.
However, I don’t think that creation of national operating system is an appropriate idea. Countries shouldn’t concentrate only on internal technological development. It projects should be international in order to be successful.
Population of BRICS is a half of global population. It’s obvious that BRICS markets will soon comprise half of global IT market. In the last two-three months I’ve carried out interesting meetings with IT ministers of BRICS-countries. We all are standing for demonpolisation of global IT market.
We are going to carry out systematical work in this direction. That’s why we agreed to carry out meetings of ICT ministers of BRICS-countries annually starting from 2015. This topic will be considered on BRICS summit in Ufa. We expect that first of such meetings will take place in October of 2015. Experts, leading IT companies and industry representatives will also take part in these meetings. I’m sure that it will be the beginning of new large-scale collaboration in sphere of IT technologies.”
Yugorsk declaration of BRICS and SCO countries with suggestions on implementation of certain activities within chairmanship of the Russian Federation in BRICS and SCO will be adopted on the VII International IT Forum. Declaration will be delivered to summits of BRICS and SCO, which will take place in Ufa. Relevant speeches to governments of both countries will be prepared.
