Khanty-Mansiysk, July 7, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications of the Russian Federation, took part in discussion on regional informatization within panel discussion “Smart region — convenient region in information government”, which took place within the VII International IT Forum with participation of BRICS and SCO.
Natalia Komarova, temporarily assuming responsibilities of Governor of Khanty-Mansiysk Autonomous District — Yugra, Pedro Larra de Arrudo, Researcher at the International Policy Center for Inclusive Growth of the United Nations Development Program, Rupa Naik, Vice President of All India Association of Manufacturers, Van Idin, Head of IT Department of the Institute of Electronic and Information Technologies of Jilin University and Evgeny Kozlov, Deputy Head of the Mayor Apparatus and the Government of Moscow took part in the session.
Nikolay Nikiforov told about key goals of concept on regional informatization and directions of the concept, which will contribute to improvement of life quality of our citizens. “Education and health care services could become leading spheres of import-substitution plan in our country, IT are widely used in these spheres,” said the Minister. He also told that all BRICS-countries should cooperatively generate certain level of demand within their informatization programs.
Nikolay Nikiforov noted difference in availability of ICT services throughout Russia. 60–70% of population of certain regions is using ICT services. “Concept on regional informatization will help very regions to establish and systemize their policy in sphere of informatization,” said the Minister.
“Unfortunately our contribution to development of regional informatization is not enough,” said Nikolay Nikiforov, “We should systematically increase share of expenditures on IT, which will help to save budget resources and improve quality of life of our citizens. We will support regional informatization with subsidies and other initiatives at the Federal level.”
Nikolay Nikiforov noted that Russia posses a range of IT products widely known on global market. “Collaboration at the level of BRICS and SCO can contribute to development of mutual technological and engineering policy in order to create international software, including databases, mobile operating systems, user-specific office software, message systems, IP-telephony. All these products should be reconsidered in terms of new threats and security,” said Nikolay Nikiforov.
Head of Minsvyaz noted: “If we coordinate this order in three–five years we will see changes on international IT market. There are no other global groups or alliances that will be able to change alignment of forces on global IT market in short terms. I’m sure that the market and society will benefit from it.”
Nikolay Nikiforov took part in awarding of premium of the Governor for support and encouragement of talented youth. He also carried out working meeting with Natalia Komarova, temporarily assuming responsibilities of Governor of Khanty-Mansiysk Autonomous District, where he got acquainted with the territorial information system of Yugra. 800 cartographic layers are already downloaded in the territorial information system, it contains information about more than two million objects. There is also a user segment of the territorial information system. It increases degree of trust in public decisions in the region and provides citizens with an opportunity to leave feedback. 134 datasets are allocated on the website.
