Khanty-Mansiysk, July 8, 2015. — Visiting session of working group of the Council on Regional Informatization of the Government Commission for the Use of Information Technologies for Improvement of Life Quality and Business Environment took place. Deputy governors responsible for informatization, regional ministers of informatization and telecom and directors of branch departments took part in the meeting. Members of the meeting discussed suggested by Minsvyaz priority directions on implementation of projects on regional informatization.
Minsvyaz annually subsidizes regional projects according to the government program “Information society (2011–2020)”. Subsidies are distributed on the basis of competitive selection according to priority development directions.
Minsvyaz defined these directions taking into consideration forecast of socio-economic situation in Russia in 2016 and target period 2017–2018. Priority directions include education, transport, agriculture, land and property relations and electronic archives.
Regions of Russia were assigned to consider directions of information society development for 2016 and till the end of 2015 and deliver their suggestions to Minsvyaz.
Priority directions of information society development in regions of Russia should be defined till the end of 2015. Other priority goals include defining list of projects within these directions, developing methodology of subsidies distribution, organizing competitive procedures in order to deliver subsidies to regions of Russia at the beginning of 2016 and initiating projects implementation.
Roman Urnishev, Deputy Director of Department for Coordination of Informatization, told that projects will be analyzed taking into consideration their social importance, readiness of the Federal and regional segments to their implementation and contribution to elimination of digital divide in socially important spheres. Legislative framework, terms of project implementation and their costs will be also evaluated.
Planned amount of subsidies on support of regional projects in 2016 amounts 500 million rubles.
Members of the meeting also discussed “Concept of transferring state information resources to the system of data processing centers”. Regions were assigned to deliver their suggestions on participation in pilot project on implementation of this concept till the end of August 2015.
