Shanghai, July 17, 2015. — Rashid Ismailov, Deputy Minister of Telecom and Mass Communications, took part in Mobile World Congress in Shanghai. The Congress takes place in the People’s Republic of China from 15 to 17 July. Rashid Ismailov made welcome speech on the opening of “Day of Russia” and discussed perspectives of bilateral technological collaboration within panel discussion “Russia-China: possibilities for mutual development of IT industry”.
Representatives of Ministry of Science and Technologies of China, Xu Xiaoping, Deputy Chairman of High Technology Industry Development Center Torch, representatives of the Union of Strategic Partnership for Development of Eurasian Market in High-Tech and Innovative Industries, OAO RVK, non-commercial partnership Russoft, representatives of business community of Russia and China, representatives of ABBYY, Spb TV, leading Russian and Chinese experts took part in the session. The parties discussed leading global tendencies on infocommunication market, possibilities and perspectives of cooperation between IT companies of both countries.
Rashid Ismailov told about development of ICT in Russia, including institutional conditions for development of IT business in Russia, elimination of lack of personnel in IT industry, large-scale infrastructural projects, particularly, the largest European project on constructing of fiber-optic communication bands to small inhabited localities of Russia with population from 250 people and construction of 12 technoparks in ten regions of Russia.
Deputy Minister also told about software import substitution plan. Particularly, procurement of Russian software products for state needs, collective development of software with BRICS and other countries, creation of consortiums of customers, producers and operating development institutions for support of industry-specific software.
“Previously Nikolay Nikiforov paid official visits to BRICS-countries and discussed mutual development of critically important software, including server and mobile operating systems, database management systems, office applications, engineering and industry-specific software,” said Rashid Ismailov, “Forum of BRICS-countries and SCO recently took place in Ufa. The parties agreed to create working group for coordination of mutual activities in ICT sphere, including development of software market.”
“We see great potential in global ICT cooperation, involving markets of countries with nearly half of global population. We are standing for active development of international cooperation in this sphere,” noted Rashid Ismailov.
Deputy Minister also carried out a number of working meetings with Russian and Chinese companies.
Mobile World Congress in Shanghai is one of the largess events in mobile industry in Asia. GSMA is responsible for organization of this event. It presents interests of nearly 800 operators from more than 250 companies. Previously the Congress was known as Mobile Asia Expo. Leading Asian and global operators present their achievements in sphere of technologies, equipment and telecom services.
