Moscow, July 28, 2015. — Ministry of Telecom and Mass Communications of the Russian Federation reports that procedure for selection of regions entitled to receive subsidies for compensation of costs on creation of technoparks was improved. Amendments, enabling greater number of regions to take part in selection process were adopted. Dmitry Medvedev signed corresponding Governmental decree №733 on July 18, 2015 “On introducing amendments to the Governmental decree №1119 on October 30, 2014”.
Mechanism for support of regions that created technoparks in sphere of high technologies, was launched in 2015. Subsidies partly cover expenditures on creation of technoparks in sphere of high technologies. Amount of subsidies is determined proportionally to tax and customs payments delivered to the Federal budget as a result of residents’ activities in created technoparks.
Amendments were also introduced to conceptual framework of the program. Particularly, definition of management company was specified. Technoparks’ management company can be in form of commercial and non-profit organization. Such requirements to management companies as creation of technoparks using only their own resources and right to control land property were abolished.
Previously only one management company from 12 technoparks, created within the program “Creation in the Russian Federation technoparks in sphere of high technologies” fully met all requirements.
New definition “project of reindustrialization” was introduced for promotion of more effective use of existing capacities. These projects encompass projects on creation of industrial parks and technoparks in cities of federal significance and urban localities, including urban districts with population over 200 thousand people via modernization of reconstruction and creation of capital construction objects.
“New program was created for support of existing and promotion of new centers for development of technological business, particularly, small and medium enterprises. Regions will be able to get subsidies and partly cover costs on creation of technoparks,” noted Nikolay Nikiforov, “These amendments significantly improve conditions for selection of technoparks in sphere of high technologies, remove some important restrictions on structuring and implementation of projects. It’s important that amount of subsidies on partial compensation of costs on creation of technoparks was increased.”
According to new amendments amount of subsidies can’t exceed 60 thousand rubles per one square meter of total square of technoparks’ objects and 75 thousand rubles per one square meter of total square of technopark within reindustrialization projects.
Previously amount of subsidies was limited to ten million rubles per one hectare of land parcel of technopark. It reduced attractivity of mechanism due to square of land parcels that usually don’t exceed 10 hectares and capital capacity of created objects that usually exceeds two billion rubles.
All technoparks are divided into industrial parks and technoparks in sphere of high technologies. It helps to establish responsibility areas of public authorities, responsible for development of these technoparks.
Previously technoparks residents were not allowed to have affiliates or subdivisions outside regions of Russia, where this technopark is located. This requirement was abolished.
Number of documents, required for allocation of request on compensation of costs was reduced. Requirements to project identification summary were specified.
Program on creation of technoparks in sphere of high technologies was active from 2007 to 2014, 12 technoparks were created in ten regions of Russia. More than 775 companies are operating in technoparks, nearly 19 thousand working places were created. Total square of technoparks amounts 450 thousand square meters, new objects were opened in 2014. Total square of all objects amounts 100 thousand square meters.
In 2014 revenue of residents increased by more than quarter and amounted 40.5 billion rubles. 13 billion rubles were invested from the Federal budget, subsidies from regions of Russia exceeded 18 billion rubles. Total revenue of residents during the whole period of the program reached 130 billion rubles.
Further development of Russian technoparks is aimed at strengthening their technological potential, accumulated during the most effective program on creation of infrastructure for development of high technologies.
