Moscow, August 25, 2015. —Ministry of Telecom and Mass Communications of the Russian Federation reports that short code 0919 is official number for evaluation of telecom services quality by citizens. Messages delivered from short code 0919 are free of charge and are delivered in accordance with the Governmental order №1284 on December 12, 2012. The Federal call center on collection of citizens’ opinions on quality of public services is responsible for delivery of messages. Minsvyaz is responsible for operating of this center.
Anonymous comments, preventing citizens from using short code 0919 were published in social networks, forums and other information resources of Internet. It was written that these messages are not free. That’s why Minsvyaz is publishing this explanation.
After every visit to public authorities or multifunctional centers citizens will receive message from short code 0919 requesting to evaluate quality of delivered services. Results of these surveys are published on website “Your control” (Vash kontrol). Users can also evaluate quality of delivered public services on the Unified Public Services Portal (UPSP).
More than three million citizens have already evaluated quality of telecom services. It helps public authorities to evaluate level of citizens’ satisfaction in Russia in general and in certain inhabited localities in order to adopt corresponding decisions and make improvements.
The survey is based on five criteria. Particularly, time required for delivery of public service, waiting time, level of competence and politeness of employee, conditions in office and availability of data on delivery of public service. Evaluation is based on a five-grade scale.
The Government of Russia launched the portal “Your control” (Vash kontrol) in 2013. It is possible to evaluate quality of services delivered by the State Road Traffic safety Inspectorate, the Federal Migration Service, the Federal Tax Service, the Federal Service for State Registration, Cadaster and Cartography, Pension Fund of Russia, the Federal Property Management Agency, Social Insurance Fund and the Federal Customer Rights Protection and Human Health Control Service. More than 93% of assessments are positive.
Citizens can also leave comments and suggestions regarding quality of public services on “Your control” (Vash kontrol). Public authorities must respond to these comments.
