Moscow, September 16, 2015. — Ministry of Telecom and Mass Communications reports about start of admission of requests on delivery of tender documentation for delivery of subsidies in 2015–2017 from the Federal budget on partial compensation of expenses on covering of Crimean Federal district and Sevastopol with unified telecommunication network of the Russian Federation. Subsidies will count from 20% to 80% of total expenditures.
Construction of underwater fiber-optic communication bands on the bottom of Black sea is planned for 2015–2017 in order to cover Crimean Federal district with modern telecom services. “Construction of fiber-optic communication bands will provide citizens of Crimea and Sevastopol with broadband Internet access, telephone communications and safe transmission of state data,” said Dmitry Alkhazov, “Construction of fiber-optic communication bands consists of three stages and will be finalized in 2017. Performer of the project will be selected on competitive basis.”
Closed competitive selection is being carried out in pursuance of the Governmental order №752 “On approval of rules on delivery of subsidies in 2015–2017 for partial compensation of expenditures for implementation of the Federal target program ‘Socio-economic development of Crimea and Sevastopol till 2020’ for covering of Crimean Federal district with unified telecommunication network in the interest of Ministry of Defense of the Russian Federation, Federal executive authorities, telecom operators and other organizations for ensuring safety of the Government, defense and public order” om July 24, 2015.
Russian enterprises, except state and municipal ones, can take part in competitive selection. Key activities of participants of close competition should be focused on telecommunication services and they should have experience in exploitation of fiber-optic communication bands. They should also have a license on delivery of telecom services, data transmission services, voice data transmission in at least two regions of Russia, including Crimea and Sevastopol. At least 100 people should be employed in this company.
The Federal target program “Socio-economic development of Crimea and Sevastopol till 2020” was approved by the Governmental order №790 on August 11, 2014.
