Moscow, September 18, 2015. — The XIV session of Subcommittee on Telecom and Information Technologies of Russian-Chinese Commission for Preparing of Regular Meetings of Government Heads took place under chairmanship of Dmitry Alkhazov, Deputy Minister of Telecom and Mass Communications, and Zhang Feng, Minister for Industry and Informatization of China. Members of the meeting discussed collaboration in spheres of telecom, IT, network safety, postal communications, effective use of radio frequency spectrum and coordination of radio frequency use in border territories of Russia and China. Heads of Russian and Chinese mutual working groups reported about results of meetings, which took place prior to XIV session of Subcommittee.
Dmitry Alkhazov noted positive dynamics in branch cooperation between Russia and China, increase in the number of mutual projects and extension of cooperation on existing projects. The parties discussed reduction of prices on telecom services in roaming. They have already concluded a number of agreements on reduction of prices in roaming. Deputy Minister encouraged telecom operators to continue collaboration in this direction.

Dmitry Alkhazov paid special attention to activation of Russian-Chinese collaboration in ICT sphere. “Our Chinese colleagues support us in many directions,” said Deputy Minister of Telecom and Mass Communications, “We are carrying out negotiations on mutual creation of mobile operating system with involvement of our Chinese colleagues. We also work on development collaboration within BRICS. Telecom ministers will discuss mutual development of software in October of 2015.”
Dmitry Alkhazov also noted that Russian party is interested in diversification of high tech equipment supplies, including servers, storage systems and telecom equipment. “We expect more active promotion and use of Russian software in China. Such collaboration provides great possibilities for ensuring technological independence of our countries in IT sphere taking into account advantages of complete process chain, possibilities for production of equipment in China and Russian experience in development of IT products,” said Deputy Minister.
Members of the meeting supported mutual construction of trans-border optic cable and cooperation between Russian and Chinese companies for development of telecom transit projects, connecting Asia Pacific Region with Europe through territories of Russia and China, positively evaluated project on construction of data processing center in Siberia, agreed to develop mutually beneficial collaboration in IT sphere and to expand cooperation in educational and scientific spheres, implement mutual educational and IT projects. The parties agreed to strengthen coordination in postal sphere, examine possibilities for organization of postal delivery via Chinese-European railway routes and approved plan on collaboration in postal sector.
The parties discussed strengthening of trust and safety while using ICT, exchanged opinions on management of Internet, ensuring of safety in Internet networks in Russia and China, stability of critical infrastructure, including domain names, addressing and routing.
Final protocol was signed at the end of the meeting. Chinese party invited Russian deletion to take part in the next meeting of Subcommittee, which will take place in 2016 in China.
