Moscow, September 22, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, met with Song Dahan, Head of the Legislative Affairs Office of the State Council of the People’s Republic of China. Wang Wei, First Secretary of the Embassy of China to Russia, heads of departments of the Legislative Affairs Office of the State Council of China, representatives of Ministry of Foreign Affairs of Russia took part in the meeting. The parties discussed information security, measures against proliferation of illegal content in Internet, internationalization of Internet management, development of technological cooperation between countries.
“More than 50% of Russian population use Internet. Number of mobile devices is constantly growing,” said Nikolay Nikiforov, “For example, my phone was developed in Russia, produced in China and has American operating system. This operating system can be a good one, but just one signal from the other part of the planet can automatically renew software version or to be blocked.”

Song Dahan noted importance of ensuring information security at legislative level in spheres of technical regulation and protection from negative, illegal and unreliable information. “We constantly face threats in Internet and attacks on our websites,” noted Song Dahan, “There are also a lot of terroristic information, pornography, fraud and misinformation concerning our history in Internet.”
Nikolay Nikiforov told about experience of Russia in ensuring legal framework in sphere of information security and fight against illegal actions in Internet. The Minister also told about key directions of work aimed at supervision and control over telecom operators and management of Internet infrastructure.
“All critical Internet infrastructure is being managed on the basis of contract between Ministry of Trade of the USA and American corporation ICANN,” said Nikolay Nikiforov, “Russia has already faced negative impact of such monopoly. Our colleagues say that Internet is beyond political regulation, however, we see the opposite. Sanctions were imposed on all companies that became Russian, but are operating on the territory of Crimea. That’s why we think that our countries should work on ensuring technical safety of Internet taking into account complicated geopolitical situation. We are already carrying out negotiations with our Chinese colleagues.”
Nikolay Nikiforov also told that the Federal law “On management of information infrastructure” was developed in Russia. It adoption will define measures on strengthening of information security, including equipment purchases.
“Internet security and Internet development are sides of one topic,” said Song Dahan, “Internet safety requires technological development. We will strengthen collaboration of our countries in sphere of Internet technologies. We have developments in instrumentation sphere, whereas Russia has a good scientific base. That’s why our collaboration will be productive.”
Nikolay Nikiforov reminded about planned meeting of IT ministers of BRICS in October 2015 in Moscow. Miao Wei, Minister of Industry and Information Technology of China, was invited to this meeting. “One of the most important topics is eliminating of dependence on foreign software products. First of all, American products,” said Nikolay Nikiforov, “We think that only large countries united by BRICS can achieve this goal. Just one country will be not able to achieve significant results. Our collaboration should have practical character.”
