Moscow, September 25, 2015. — Mikhail Evraev, Deputy Minister of Telecom and Mass Communications, took part in the conference “ICT in public sector”. He told about operating of the system Independent registrar, which defines cases of electronic fraud and introduction of the State Information System on Housing and Public Utilities (GIS HPU) in regions of Russia.
Independent registrar was placed into operating in November 2014. It’s a serious breakthrough in sphere of information technologies on combating electronic fraud.
As of September 2015 amount of electronic auctions on allocation of state orders within the Federal law №44 “On contract procurement of goods and services for public and municipal needs” on April 5, 2013 reached 2.2 trillion rubles and 125 billion rubles within the Federal law №223 “On procurement of goods and services by certain types of enterprises”. More than 70 electronic auctions over one billion rubles were carried out. “It generates motivation for agreements with e-trading platforms for elimination of competitors with the use of electronic technologies,” said Deputy Minister of Telecom and Mass Communications.
Supervisory authorities are provided with the latest information on electronic trading for adoption of balanced decisions. “The system itself doesn’t prevent electronic fraud, but fixes such cases,” noted Mikhail Evraev, “It means that protection of rights fully depends on entrepreneurs. We encourage them to use the system and to protect their rights.”
Mikhail Evraev also noted that use of Independent registrar requires legislative framework. Corresponding draft law was developed by Minsvyaz in September 2015 and introduced to the Government.
Electronic auctions should be introduced not only for expenditures, but also for sale of property and property rights on behalf of the Government. It requires adoption of corresponding Federal law introducing unified procedure of electronic auction to antimonopoly legislation.
Results of GIS HPU introduction were summarized on the meeting. The system was developed by Minsvyaz, Ministry of Constructing and Housing and Public Utilities and the FSUE Russian Post.
Alexander Morlock, Head of GIS HPU developers, responded to questions about technical works on creation of the system.
Representatives of Ministry of Economic Development, Audit Chamber, the Federal Treasury, market players and industry experts took part in the meeting.
