Moscow, October 15, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, carried out a meeting of Subcommittee on the Use of Information Technologies for Delivery of Public Services of the Government Commission on the Use of Information Technologies for Improving Quality of Life and Business Environment. Members of the meeting discussed methodological recommendations to promotion of e-government services, key indicators of e-government infrastructure operating and connection to the System of Interdepartmental Electronic Cooperation (SIEC) of new participants.
Methodological recommendations to informing citizens about advantages of e-government services were prepared by Minsvyaz and approved on the meeting. The document was developed for creation of the unified system for informing citizens about advantages of e-government services and elaboration of simple and clear working language for promotion of e-government services.
“We are close to implementing the Presidential order №601 in terms of achievement of target share of citizens using e-government services. It requires activities on promotion of e-government services. We will carry out meetings devoted to this topic, especially in problem regions. These methodological recommendations will help us to save money and time required for promotion of these goals in regions of Russia. Regions can also deliver their suggestions to promotion of e-government services to Minsvyaz. Implementation of this goal requires work of every region,” said Nikolay Nikiforov.
Minsvyaz and Ministry of Economic Development were assigned to elaborate inclusion of these methodological recommendations to rules and regulations of multifunctional centers and mutual use of corporate identities “My documents” and “Gosusligi” for informing of citizens in multifunctional centers about advantages of e-government services by December 1, 2015.
Methodological recommendations for achievement of target share of citizens using e-government services were approved. The document contains standard stages required for achievement of index approved by the Presidential order №601. Methodological recommendations will help to explain citizens advantages of e-government services and as a result increase share of citizens using e-government services.
Minsvyaz will monitor introduction of e-government services. Key assessment criterions include share of citizens’ applications via public services portals, share of citizens registered in the Unified System of Identification and Authentication (ESIA) and share of failures of information services of e-government infrastructure.
Minsvyaz presented report about key indexes of e-government infrastructure operating. 17.8 million users are already registered on the Unified Public services Portal (UPSP) as of September 2015.There are nearly 7.8 thousand points for registration and confirmation of users in the UPSP. 2 million Federal and 110 regional and local services were delivered via the UPSP as in September 2015. Federal executive authorities delivered 46 million requests of Federal data and 9 million requests of regional data via the SIEC.
18 Federal executive authorities have already ensured 100% availability of SIEC services, 30 Federal executive authorities ensured availability at the level of 97.6%. 17 Federal executive authorities were assigned to increase availability of e-government services.
Plan on transferring Federal data to the SIEC 3.0 and list of participants of pilot project on testing of SIEC were approved on the meeting. Particularly, Moscow, Saint Petersburg, Tambov, Tyumen, Arkhangelsk, Tomsk Oblast and Krasnoyarsk Krai. Federal executive authorities and state non-budgetary funds were assigned to deliver data on planned in 2016 improvements of departmental information systems for delivery of data to SIEC to Minsvyaz by November 10, 2015.
Securities traders carrying out broker activities, custody business, securities management, mutual funds and nongovernmental funds will be connected to SIEC in order to carry out simplified identification of individuals according to requirements of the Federal law “On countering legalization (laundering) of income received through crime and terrorist financing”. Five companies have already send requests on connection to the system.
