Moscow, October 15, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, opened a large-scale professional conference “Trends of crime development in the field of information technologies”. Head of Minsvyaz made opening speech, commented situation on global IT market and expressed opinion that Russia has great potential for expansion in the field of information security solutions.
The conference “Trends of crime development in the field of information technologies” is being carried out for the second year in raw in Moscow. It’s a platform for discussion of dynamics in the field of high tech crimes and cyber threats organized with participation of Russian and international experts in the field of cybercrime combating, representatives of Russian and foreign companies, politicians, relevant ministries and journalists. Members of the meeting discussed such topics as “High tech crime: amount and development forecast”, “crime with the use of well-known brands”, “Crime and fraud in corporate sector” and “Modern digital piracy.”
Nikolay Nikiforov told about the largest project on constructing of fiber-optic communication bands to small inhabited localities in Russia. Penetration of broadband Internet access in Russia is constantly increasing. This infrastructural project will help to connect greater number of citizens to Internet. “Many users don’t understand threats and risks of virtual environment. At the same time amount of cybercrime, fraud and number of criminal groups using information technologies are growing,” said the Minister, “We should ensure statutory compliance in virtual sphere that operates in everyday life. There is no difference between Internet and real life criminals. Full and unavoidable responsibility should be established for illegal acts.”
Head of Minsvyaz also noted that great part of virtual crimes is connected with finances. Some crimes are being carried out with agreement of Governments or even with their command. “I’m talking about access of employees of security services to data of millions of users. That’s why Governments throughout the world are reconsidering their legislation and developing new approaches to operating in this sphere,” said Nikolay Nikiforov.
Nikolay Nikiforov told that serious changes on international stage that resulted in necessity to demonopolize global IT system. “Many countries, including BRICS openly tell that’s inappropriate to control 50% of global IT market by one country and few companies. It resulted in challenge and Russia in cooperation with international community should respond to it. Meeting of IT and telecom Ministers of BRICS will be the first step towards it. It will take place within one week in Moscow. For the first time in history discussion of this topic will take place at the high level."
