Moscow, October 16, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, took part in the Governmental meeting and supported new stage of the state program “Accessible Environment” till 2020. Head of Minsvyaz summarized results of participation of Minsvyaz in implementation of the current version of the program which is active till 2015 and made suggestions on its implementation in the next five years.
Minsvyaz takes part in the state program “Accessible Environment” and is responsible for subtitling of TV programs for people with hearing problems. Total amount of subtitled programs increased from 13 thousand to 14 thousand hours within last years. Six from ten national television channels issue such programs.
“We are going to increase amount of subtitled programs up to 19 thousand hours by 2020 within this stage of the program. It is planned to increase number of channels with subtitled programs up to nine channels. It is planned to add such channels as Match TV, 5 Channel and Public television. Quality of subtitles will be very high. We will ensure professional editing,” said Nikolay Nikiforov.
Development of mutual hardware and software complex will be finalized in 2015. It will speed up production of subtitles and decrease production costs.
The FSUE Russian Post is actively equipping postal offices with access ramps for people with disabilities. Some postal offices were already equipped with access ramps. We are going to equip five thousand postal offices.
Benefits to subscription for invalids of the first and second degree of disability and visually impaired will be maintained in all offices of Russian Post.
Subordinated to Minsvyaz Federal Agency for Press and Mass Communications regularly provides subsidies to the Moscow Specialized Printing House №27 on renewal of special equipment for issue of literature for blind people.
“We use other informal ways of supporting people with disabilities. For example, we are going to open a special center for IT specialists with disabilities in Moscow. We recommended large market players to use their services,” said Nikolay Nikiforov.
The Ministry also developed requirements to websites of public authorities in order to make them convenient for people with vision disabilities. I’m talking about possibility to scale text with no loss in quality, read and contrast fonts and with possibility to invert and symbols for site navigation.
The state program of the Russian Federation “Accessible Environment” was developed for ensuring access of invalids and other people with limited mobility to goods and services and integration of people with disabilities in society and increase quality of their lives.
Ministry of Labor and Social Protection of the Russian Federation is responsible executer of this program. Ministry of Culture, Ministry of Sport, Ministry of Transport, Ministry of Education and Science, Ministry of Finance, Ministry of Industry and Trade, Ministry of Telecom and Mass Communications, the Federal Agency for Printing and Mass Communications and Federal Biomedical Agency are participants of the program.
The state program was developed for the period from 2011 to 2015. It was implemented within two stages from 2011 to 2012 and from 2013 to 2015.
