Moscow, October 19, 2015. — List of information resources that will be free of charge for universal telecom services users, was approved. Universal telecom services operator will provide access to these resources. Corresponding order was signed by Nikolay Nikiforov, Minister of Telecom and Mass Communications. More than two thousand websites were included in the list. A full list was published on the website of Minsvyaz.
The order was developed for implementation of the Federal law №9 “On introducing amendments to the Federal law ‘On communications’” on February 3, 2014 and order of universal telecom services delivery, approved by the Governmental order №241 on April 21, 2005. Universal Telecom Services users should be provided with free access to websites of public authorities, Federal state information system the Unified Public Services Portal (UPSP) and mass media websites, where Federal constitutional laws, Federal laws, acts of Legislative Assembly and other legal acts of Federal executive authorities are published.
Minsvyaz will renew list of websites with free access annually.
The Universal Telecom Services reform was established by the Federal law “On communications”. All citizens of Russia should be provided with equal access to modern telecom services. Unlimited Internet access at the speed of 10 Mbps will cost 45 rubles per month.
