Dushanbe, October 30, 2015. — Agreement on conditions of interoperator mutual settlements while delivering telecom services in CIS-countries was signed on the meeting of the Council of the Government heads of the Commonwealth of Independent States (CIS). Nikolay Nikiforov, Minister of Telecom and Mass Communications, representatives of Azerbaijan, Kyrgyzstan Republic, Turkmenistan, Ukraine, the Republics of Armenia, Belarus, Kazakhstan, Moldova, Tajikistan and Uzbekistan took part in the meeting.
Head of Minsvyaz noted that pricing mechanisms play an important role in public regulation of telecom industry: competitive prices on tariffs help telecom operators to reduce production costs. Nikolay Nikiforov said that reasonable legislative norms of CIS-countries should be used at the national level, particularly, double taxation, tariffing rules and regulation principles.
“We’ve signed an agreement today and it’s one more step towards eliminating discrimination while delivering telecom services. This agreement will create new possibilities for expanding international telecom services, increase their quality and availability. I’m sure that this document will contribute to dynamic and effective development of information society of CIS-countries,” said Nikolay Nikiforov.
This agreement will also help heads of telecom industries of CIS-countries to introduce corresponding amendments to legislation.
Draft agreement was discussed on the mutual meeting of the Council of heads of telecom administrations and Coordination Council of CIS-countries on informatization under Regional Commonwealth in the Field of Communications, which took place in Astana in July 2014.
Draft “Agreement on conditions of Interoperator mutual settlements while delivering international telecom services in CIS-countries” was developed in pursuance of “Agreement on collaboration in development of use of systems of mobile communications” on January 17, 1997 and resolution of the Council of heads of CIS Governments on November 19, 2010 “On the state of competition on telecom market of CIS-countries”. Draft agreement was approved on the meeting of the Economic Council of CIS-countries on September 11, 2015.
