The Unified Public Services Portal Will Inform Users about Potentially Available Services

Moscow, November 9, 2015. — Nikolay Nikiforov, Minister of Telecom and Mass Communications, carried out a meeting of the Subcommittee on the Use of Information Technologies for Delivery of Public Services of the Governmental Commission on the Use of Information Technologies for Improving Quality of Life and Business Environment. Members of the meeting approved methodological recommendations for informing users of the Unified Public Services Portal (UPSP) about potentially available electronic services and discussed project on integration of personal accounts of regional public services portals with personal account of the UPSP and departmental plans on achievement of target share of citizens using e-government services.
 
Members of the meeting discussed integration of personal accounts of departmental and regional portals with personal account of the UPSP. Services of the System of Interdepartmental Electronic Cooperation intended for integration were improved in accordance with the scheduled plan developed by Minsvyaz. Regions of Russia of first priority carried out connection to such services in test mode. 
 
Novosibirsk Oblast was the first region that integrated information system of multifunctional centers with the personal account of the UPSP in productive environment. Citizens of Novosibirsk Oblast, ordering public services in multifunctional centers can receive data on the status of application and result of service delivery. 
 
Personal account of the UPSP will be the initial point for interaction between citizens and the Government. UPSP users will be provided with opportunity to monitor status of application, history of applications, get data from multifunctional centers in their personal accounts and to get access to personal account from official departmental, regional and municipal portals. 
 
Methodological recommendations on informing UPSP users about potentially available e-government services were approved on the meeting. Services that are demanded by citizens will be defined on the basis of personal data analysis pf personal account of user on the UPSP.
 
Complex delivery of e-government services is demanded today. Very often citizens don’t know anything about services that they can demand while getting other public services. Methodological recommendations, developed by Minsvyaz and executive authorities include accumulation of data on services and their possible combining, creation of unified database of services, development of rules for informing citizens about such services and order for evaluation of such work.
 
Informing about potentially available e-government services will be carried out in accordance with real-life situations: upon occurrence of age implying delivery of certain type of service and upon occurrence of right on various services. Citizens will be informed via the unified personal account, personal accounts of executive authorities, via SMS and email.
 
Federal executive authorities were provided with recommendations to start using these methodological recommendations starting from November 2015.
 
The parties also discussed organization of electronic interaction between public authorities and multifunctional centers. Arkady Dvorkovich, Deputy Chairman of the Government of Russia, assigned to establish legislative framework that will help to eliminate paper document flow in interaction between public authorities and multifunctional centers. It should be established till the end of 2015. SIEC services, ensuring bilateral transfer of data between multifunctional centers and public authorities should be also placed into operating 
 
Storage of electronic documents, improvement of regulations for services delivery, departmental information systems and automated information systems of centers delivering public services will be coordinated during implementation of the program.
 
Members of the meeting also discussed coordination of departmental plans on achievement of target share of citizens using e-government services. 70% of citizens should use e-government services by 2018. Federal executive authorities and Minsvyaz were assigned to approve plans for achievement of this index by October 1, 2015 on the meeting of the Governmental Commission for the Use of Information Technologies for Improving Quality of Life and Business Environment, which took place in July 2015.
 
Federal Tourism Agency, Ministry of Finance, Federal Press and Mass Communications Agency and Federal Security Service of Russia have already achieved target share of 70%. 13 public authorities have already approved coordinated by Minsvyaz plans, 17 coordinated plans and are ready to approve them, 12 got recommendations. 13 other public authorities didn’t present plans or don’t provide e-government services to citizens. 
 
Federal executive authorities were assigned to direct corresponding plans to Minsvyaz or to improve existing remarks by November 20, 2015.
