Joao Pessoa, November 10, 2015. — Rashid Ismailov, Deputy Minister of Telecom and Mass Communications, took part in the 10th Forum on Internet Management prior to meeting at the highest level of the UN General Assembly on overview of implementation of decisions of the World Summit on information Society (WSIS).
Deputy Minister reminded about the last WSIS, where representatives of different countries adopted concept on information society and defined general goal — contribute to use of information technologies for improving quality of life of citizens and eliminating digital divide. WSIS process was not finalized, there are still a lot of goals to achieve: elimination of development inequality between countries, solution of information security problems and protection of right on privacy while using Internet. Rashid Ismailov also noted that WSIS decisions imply creation of intergovernmental mechanism for solution of international political topics, concerning Internet.
“We shouldn’t divide development of infocommunication technologies and management of Internet infrastructure while implementing WSIS decisions,” said Deputy Minister of Telecom and Mass Communications, “Two years ago we all got acquainted with cases of unauthorized data collection of millions of Internet users. International community understood that Internet is not a place for strategic dominating. That’s why transferring of overall control over critical Internet infrastructure to international community is of great importance today.”
Rashid Ismailov also noted that international norms and rules, regulating interactions in the field of Internet management are required for safe use of information technologies. He also told that such rules should be developed under the aegis of the UN. “Russia suggests uniting efforts for mutual development of universal convention for creation of international legal framework for regulation of Internet management. BRICS-countries, uniting 43% of all Internet users also support role and responsibilities of Government in management and ensuring safety of Internet,” added Rashid Ismailov. This position was established by BRICS-countries in the final communique on the first ever meeting of BRICS ICT ministers. It took place in Moscow on October 22–23, 2015 within the Ufa declaration, adopted on the 7th summit of BRICS.
Deputy Minister also met with co-facilitator of intergovernmental negotiation process of WSIS Janis Mazeiks, Permanent Representative of the Republic of Latvia to the UN, Lana Nusseibeh, Permanent Representative of the United Arab Emirates to the UN, and Lenni Montiel, Assistant Secretary General of the UN. The parties discussed preparation of the final document of WSIS UN meeting, which will take place within the UN General Assembly in New York in December 2015.
