Moscow, November 12, 2015. — Ministry of Telecom and Mass Communications of the Russian Federation finalized preparation of requirements to organizational and technical cooperation between public authorities while exchanging documents in electronic form. These requirements were approved by the mutual order of Minsvyaz and the Federal Protection Service №186/258.
The document defines information cooperation between public authorities in exchange of electronic documents, signed with digital signature, technological messages with the use of system of Interdepartmental Electronic Document Flow. Requirements define standards of electronic documents delivery, verification and authentication procedures, rules of electronic documents exchange of various electronic document flow systems, format of electronic document and e-government and order of visual display of electronic document.
“Talking about electronic cooperation between public authorities we decided not to use unified cloud solution. We will maintain departmental systems, improve requirements to their integration and development,” noted Oleg Pak, Deputy Minister of Telecom and Mass Communications, “We’ve made an important step due to mutual work with the market, expert community and branch representatives. Industry experts were highly involved in work and we’ve managed to obtain results that will influence efficiency of public authorities’ activities.”
Interdepartmental document flow will minimize manual data input and labor contribution, connected with its organization. It will also improve coordination of public authorities and promote automation of unit processes of document flow and records management.
Minsvyaz also prepared and approved scheduled plan of activities, defining terms and order of transferring departmental systems of interdepartmental electronic cooperation to new system of interactions on the base of established requirements. Scheduled plan include preparatory measures, particularly, improvement of plans on informatization of Federal executive authorities in order to bring departmental systems of interdepartmental electronic cooperation in accordance with requirements. Implementation of this document also implies readiness of Federal executive authorities to use enhanced qualified digital signature, development and validation of internal regalements for work with electronic documents and regular monitoring of statistics on electronic document exchange.
According to the Governmental order №890 “On measures for improving electronic document flow in public authorities” in September 6, 2012 Minsvyaz is working on transferring Federal executive authorities to electronic document exchange. It should be finalized by the end of 2016.
Minsvyaz also developed rules of electronic document exchange while organizing information cooperation (approved by the Governmental order №1494 on December 25, 2014) and list of documents transferred in interaction with Federal and regional executive authorities, state non-budgetary funds in electronic form (approved by the Governmental order №583-p on April 2, 2015).
