Moscow, November 12, 2015. — Mikhail Evraev, Deputy Minister of Telecom and Mass Communications, made a speech on the National training conference “Public policy in sphere of tariff regulation and management of housing fund” and told about readiness of the State Information System on Housing and Public Utilities (GIS HPU) and stages of its introduction.
Deputy Minister also told that regional ratings on introduction of GIS HPU will be published starting from December 1, 2015. Corresponding assessment regions were already send to regions of Russia. Mikhail Evraev also draw attention of housing inspections to necessity to bring organizations that didn’t fulfill legislative requirements to administrative responsibility. He also told that GIS HPU should be integrated with information system of the Federal Antimonopoly Service — cessionary of the Federal Tariff Service.
“More than 21 thousand organizations are currently registered in GIS HPU, including 9.5 thousand management companies, 4.2 associations of homeowners and housing cooperatives, 3.6 thousand resource-supplying organizations. All state housing inspections, 51 regional energy commissions and above 3.6 thousand local authorities underwent registration in the system,” said Mikhail Evraev.

Among the leading regions on the number of registered organizations are Khanty-Mansiysk Autonomous District, Tula Oblast and the Republic of Bashkortostan. 100% management companies are registered in Rostov, Tula, Kostroma, Tambov, Kirov Oblast, the Republic of Mary El and Stavropol Krai.
Vasily Gorbunov, Director of Department for Implementation of Legislative Initiatives of Minsvyaz, demonstrated operating of personal accounts of GIS HPU users. Personal accounts will provide users with relevant and up-to-date data on delivered services and their costs and make sphere of housing and public utilities more transparent and open,” noted he. Eduard Mossakovsky, representative of Department for Development of E-government of Minsvyaz, told members of the conference about registration in the Unified System of Identification and Authentication (USIA) and order of getting qualified digital signature.
Representatives of the State Duma of Russia, Ministry of Constructing of Russia, Ministry of Economic Development of Russia, Ministry of Energy of Russia, the Federal Antimonopoly Service and experts on the field of housing and public utilities took part in the conference.
GIS HPU is created cooperatively with Ministry of Constructing and Housing and Public Utilities of Russia, the Federal Antimonopoly Service and the FSUE Russian Post.
