Moscow, November 12, 2015. — The IX meeting of the Russian-Swedish Working Group for Collaboration in Spheres of IT and Telecom of the Advisory Council on Trade and Economic Collaboration took place in Ministry of Telecom and Mass Communications. Rashid Ismailov, Deputy Minister of Telecom and Mass Communications, and Lena Hägglöf, Director General of the Division for Information Technology Policy of Ministry of Enterprise and Innovations of the Kingdom of Sweden, carried out the meeting. The parties discussed collaboration in spheres of telecom and IT and exchanged experience in sphere of e-government. They also discussed reduction of costs on calls in international roaming, Russian and Swedish legislation on protection of data, collaboration between Russian and Swedish universities in the field of ICT.
“Telecom and IT spheres of both countries possess great development potential. Bilateral mutually beneficial contracts in this sphere are among the most perspective directions of Russian-Swedish collaboration,” said Rashid Ismailov.

Members of the meeting also discussed introduction of broadband Internet access in Russia and Sweden, creation of national plans on development of broadband Internet access, coordination of radiofrequencies in the range of 700 MHz and perspectives for development of 5G. The parties discussed operating of e-government in Russia and Sweden, noted importance of governmental organizations of both countries for the benefit of society and agreed to continue exchanging of experience in sphere of e-government services development.
Russian companies made a presentation on information security, development of industrial Internet, Internet of things, solutions for voice biometry and voice analytics for extensive use. Russia suggested carrying out analysis of existing protocols and self-recognition architectures, authentication systems and authorization of devices and services and developing unified position for presenting it on the international stage within working meetings and standardization processes of ITU-T IK-20.
The parties signed final protocol at the end of the meeting. Next meeting of working group is planned for the second half of 2017 in Sweden.
Collaboration of the Russian Federation and the Kingdom of Sweden in the field of telecom is based on the Memorandum on cooperation between Ministry of Telecom and Mass Communications of Russia and Ministry of Transport and Communications of the Kingdom of Sweden. It was signed in 1996.
Memorandum on mutual understanding in the field of decreasing prices on telecom services in international roaming between Russia and Sweden was signed in October of 2013.
