Alushta, November 12, 2015. — Alexey Volin, Deputy Minister of Telecom and Mass Communications, made welcome speech on the second national forum of regional mass media “Territory of meaning: regional mass media on the way to effectiveness and competitiveness.” Representatives of Federal and regional mass media, public authorities, universities and public organizations took part in the forum.
Alexey Volin named two mechanisms required for development of mass media: creation of new mass media and production of interesting content. “Mass media should systematically work on content and subscription, cooperate with local authorities and make their publications demanded. Mass media, using modern approaches can compete with periodicals with higher budget. We see that mass media, using old models of work are leaving the market,” said Deputy Minister of Telecom and Mass Communications, “At the same time digital mass media can’t replace traditional media, paper provides them with additional possibilities. Mass media should reorganize their work, otherwise, it will be too late to change something. State support can’t fully replace activities of mass media.”

Alexey Volin also told about problems of regional mass media. One of the most important problems is situation on advertising market in current economic conditions. Share of advertising in printed media decreased by 11% in 2014. Share of advertising decreased in all types of printed mass media during nine months of 2015. Revenue from advertising decreased by 32% compared to the same period of 2014. Number of registered newspapers and magazines in Russia decreased by 3 thousand from 2012 to the first half of 2015.
“We should discuss this problem and look for further ways of development taking into consideration contraction of advertising market,” said Alexey Volin.
Deputy Minister also discussed distribution of printed media in current conditions, when the Government stopped to finance subscription. Russian Post has a special role in this topic. Subscription is currently considered as topic of the enterprise and regional mass media. Subscription is available on 15 thousand mass media in 42 thousand postal offices. Russian Post maintained tariffs at the level of previous year.
“For the first time during the last years we see that subscription is increasing. Subscription increased by 2.1% for the first half of 2016 compared to the same period of previous year,” said Alexey Volin.
Participants of the forum also discussed development of television broadcasting in Russia. In 2015 Minsvyaz developed a strategy for development of television broadcasting in Russia till 2025. Digital television doesn’t have monopoly in distribution of television content any more. The majority of population already receives television signal via cable, satellite, IP-television, mobile applications of OTT.
“Regional television channels shouldn’t rely on development of digital distribution. Our future is cable television. The Government has a program on constructing of fiber-optic communication bands, they will cover a huge part of Russia,” said Deputy Minister of Telecom and Mass Communications.
Minsvyaz traditionally pays attention to retail sales of printed mass media and will prepare second rating or regions of Russia according to the number of kiosks selling printed media till the end of 2015. First rating was published in November 2014.
Regions of Russia and the Republic of Crimea signed agreements on collaboration in information environment during the forum. Agreements were signed by Bryansk, Vologda, Ryazan, Kostroma, Lipetsk, Nizhny Novgorod, Omsk, Tomsk Oblast, the Chechen Republic, the Kabardino-Balkaria Republic and Krasnodar Krai.
