General information

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation was established in 2018 by presidential decree № 215 of May 15, 2018. It was formed on the basis of the former Ministry of Communications and Mass Media of the Russian Federation. The official abbreviation of the Ministry is «Mintsifry Rossii».

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation is a federal executive authority subordinate to the Government of the Russian Federation.

The Ministry is headed by Maksut Shadayev.

Activity

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation is responsible for the development and implementation of the state policies and legal regulation in the following areas:

  • Information technologies (including the usage of information technologies in building public information resources and providing access to them);
  • Telecommunications (including radio spectrum usage and conversion) and postal services;
  • Mass communications and media, including digital media (in particular development of Internet, TV (including digital) and radio broadcasting as well as state support for new technologies in these areas);
  • Press, publishing and polygraphy;
  • Personal data processing.

In the process of carrying its international activities in the field of communications the Ministry acts both as a postal and communications administration of the Russian Federation.

The Ministry also coordinates and monitors the activities of its subordinate bodies, namely Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications; the Federal Communications Agency and the Federal Agency for Press and Mass Communications.

Historical information

The Ministry of Communications of USSR was established in 1946 as a result of transformation of the People's Commissariat of Communications. It existed until July 11, 1979 when it was renamed to the Ministry of Communications of the RSFSR. Its structure remained unchanged until 1991. Since then the Ministry has undergone a series of transformations.

1991 - 1997

On December 25, 1991 the Ministry of Communications of the RSFSR was renamed to the Ministry of Communications of the Russian Federation (Minsvyazy Rossii) in accordance with the RSFSR Law and the resolution of the Supreme Soviet of RSFSR № 2094-1.

1997 – 1999

On March 17, 1997 the Ministry of Communications of the Russian Federation was transformed into the State Committee of Communications and Informatization of the Russian Federation (Goscomsvyazy Rossii) by presidential decree № 249.

May – November 1999

On May 25, 1999 the State Committee of Communcations and Informatization was transformed into the State Committee of Telecommunications of the Russian Federation (Gostelecom Rossii) by presidential decree № 651.

1999 – 2004

On November 12, 1999 the State Committee of Telecommunication was transformed into the Ministry of Communications and Informatization of the Russian Federation (Minsvyazy Rossii) by presidential decree № 1487.

On March 9, 2004 the Ministry of Communications and Informatization was abolished by presidential decree № 314. The responsibilities for communications and informatization were transferred to the Ministry of Transport and Communications, however, the abolished Minsvyazy Rossii continued its operation until May 20, 2004.

2004 – 2008

On May 20, 2004 the Ministry of Transport and Communications of the Russian Federation was transformed into the Ministry of Transport of the Russian Federation and the Ministry of Information Technologies and Communications of the Russian Federation (Mininformsvyazi Rossii) by presidential decree No 649.

2008 – 2018

On May 12, 2008 the Mininformsvyazy Rossii was transformed into the Ministry of Communications and Mass Media of the Russian Federation (Mincomsvyazy Rossii) by presidential decree № 724.

On May 15, 2018 the Ministry of Communications and Mass Media was renamed to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Mintsifry Rossii) by presidential decree № 215.
