In 2006 graduated from the Military Academy of the General Staff of the Armed Forces of the Russian Federation with a specialization in Military and Public Administration.
1982–2011 — occupied several staff and operational positions in the Armed Forces of the Russian Federation.
Army Reserve Major General. Candidate of Military Sciences.
From September, 2011 — worked as Deputy Head of the Federal Service for Supervision of Communications, Information Technology and Mass Communications.
On August 6, 2018 was appointed to the position of Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation.
