Biography

Maxim Parshin was born on July 23, 1976 in Mytishchi, Moscow Region.

In 1998 he graduated from Lomonosov Moscow State University and in 2001 he completed his post-graduate studies. In 2008 Maxim Parshin finished an MBA program in the Russian Foreign Trade Academy.

From 2002 to 2013 he held various positions in the Ministry of Economic Development of the Russian Federation.

In 2013 he was appointed Deputy General Manager of the Russian Post (Pochta Rossii).

From 2014 to 2015 Maxim Parshin worked as Deputy Head of the Federal Service for Labor and Employment.

In 2016 he was appointed Director General of the Department for the Development of Small and Medium-Sized Businesses and Competition of the Ministry of Economic Development of the Russian Federation.

Maxim Parshin was awarded with Certificate of Honor of the Government of the Russian Federation.

On August 16, 2018 he was appointed Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation.

Authorities

Maxim Parshin is in charge of the implementation of the federal project «Digital technologies».

His responsibilities include the development of the state policy in the field of IT development and creation of an enabling environment for the development of Russian ICT companies.
