Mikhail Mamonov was born on October 28, 1980.
Graduated from Moscow State Institute of International Relations (MGIMO University) of the Ministry of Foreign Affairs (MFA of Russia), Beijing Foreign Studies University. Has a Master's Degree in Area Studies of the MGIMO University of MFA of Russia.
2005–2007 — Head of the Department of International Communications and Protocol in the Higher Arbitration Court of the Russian Federation.
2008–2012 — Head of the Department of International Activities and Youth Exchange in the Federal Agency for Youth.
2012–2013 — Assistant (Secretary) of Deputy Prime-Minister of the Russian Federation and Head of the Government of the Russian Federation Vladislav Surkov.
2013–2014 — worked as Deputy Head of the Presidential Directorate for Social and Economic Cooperation with the Commonwealth of Independent States Member Countries, the Republic of Abkhazia, and the Republic of South Ossetia.
From December, 2015 — Managing Director of Priority Projects and International Trade Development in the Russian Export Center.
On July 19, 2018 was appointed to the position of Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation.
